PACER Consultants employs over 100 full time engineers, administrators and supporting staff; and around 200 highly qualified experts associated with PACER engaged on-the-need basis. Our office standards are continuously developing; it is natural that we have accumulated a long list of satisfied clients, some have been with us for the past fifty years.

    Eng. Essam Abdel Gawad
    Managing Director

    Essam A. Gawad is the Managing Director of PACER since 2015, he has a long standing relationship with the company for more than 26 years and one of the key professionals responsible for developing its business. Essam holds the Construction Management Diploma from Cairo University, he has a quite professional experience in the field of designs and project management. He has started his employment record as a site engineer. His experience is based on actual practice from the projects he participated in. He is therefore, quite experienced and skillful various types of projects specially water structures and utilities' networks. Essam has been in the field of civil engineering, project and construction management for the last 33 years; he has joined many major projects locally and in different countries jointly with international consultants.

    Eng. Amr Ismail
    Deputy Managing Director

    Amr M. Ismail is the Deputy Managing Director of PACER Consultants with more than 23 years of professional experience in the field of Architecture and Project Management. Amr holds a Bachelor's degree in Architecture and has professional experience leading a wide range of projects from pre-design stages, concept design, to engineering design and construction supervision. He has a very strong experience and expertise in working with private companies as well as public and semi-public organizations at various levels. He is used to work in complex international settings in which several stakeholders are actively involved. With his drive, creativity and tenacity he has contributed to the success of a wide variety of local and international projects such as ports, airports, mixed use development, industrial and residential projects.

    Eng. Tamer Abou Seida
    Deputy Managing Director

    Tamer M. Abou Seida is the Deputy Managing Director at PACER Consultants. He is a construction engineer with experience in Information Technology covering aspects of software & application development, support services and project management. He handles all IT related needs of the company and is responsible for implementing computer systems to fulfill the company's requirements. Tamer acquired his Bachelor's degree in Construction Engineering from the American University in Cairo (AUC), majoring in project management. With more than 23 years of experience, Tamer has managed and delivered several projects, acting as project manager for other entities, successfully completing digital and non-digital projects. He has supported corporate clients across multiple industries for many years.

    Ahmed Hassan Ismail, Ph.D.
    Board Member

    Ahmed H. Ismail was Associate Professor of Project Management at Civil Engineering Dept., Cairo University from 1989-1996. Dr. Ismail got his Ph.D. in Strategic Management from MIT; Massachusetts Institute of Technology 1989. He is a Major partner at PACER Consultants since 1990. He was a consultant for different Ministries: Industry, Housing, Communication, Social solidity, Supply and internal trading, Education. Dr. Ismail has also acts as a consultant/advisor for international organizations such as USAID, EU, and JICA. He was engaged over 33 years in many PM activates from the Micro level to the Macro level; in Public and Private Sectors and International Organizations. Was a director of several large scale projects such as; Nile University, EU industrial agreement, renovation of 22,000 assist, BoD General Authority for educational buildings, El-Hammam extension Canal, Transportation in Damietta branch, Dream Land project, Hyatt regency Sharm just to name a few.

    Fathi Saleh, Ph.D.
    Board Member

    Fathi Saleh is currently professor of computer engineering at Cairo University. He is the Founder and Emeritus Director of CULTNAT "Center for Documentation of Cultural and Natural Heritage", which is a part of Bibliotheca Alexandrina and supported by the Ministry of Communications and Information Technology. He is also the president of Herimed (Association for the documentation, preservation and valorization of Euro-Mediterranean Cultural Heritage) and member of the Supreme Council of Culture and the Board of the Director of the Supreme Council of Antiquities. During the years 1995-1997 he occupied the position of Cultural Councilor at the embassy of Egypt in Paris and from 1997-1999, he was the ambassador of Egypt to the UNESCO. Dr Saleh was graduated from the Faculty of Engineering - Cairo University and got his Ph.D. from the University of Paris – France.

    Eng. Osama Balboul
    Board Member

    Osama M. Balboul has over 50 years of professional experience in the field of structural engineering, maritime engineering and steel structures. He has worked in Egypt and the Middle East, focusing on major projects in the field of maritime engineering and project management. Eng. Balboul obtained his degree in civil engineering from Cairo University, and has conducted several researches and studies for governmental entities and institutions. He is currently a shareholder in PACER Consultants and acting as a senior consultant for the office.

    Eng. Sherif Issa
    Key Personnel

    Sherif E. Issa is a senior engineer at PACER, he has a long standing relationship with the company and one of the key professionals responsible for developing its business. Sherif holds a Master’s degree in Civil and Environmental engineering from City University of New York and a Bachelors from Cairo University. He is also a registered structural design consultant with the Egyptian Association of Engineers. Prior to joining PACER, Sherif headed the sustainability department at Orange Egypt where he was in charge of ensuring regulatory compliance of the mobile network. He was also appointed a member of the steering committee that oversees properties and facilities of the company. Sherif has been in the field of civil engineering, project management and more recently green buildings for the last 30 years; he has participated in the successful completion of tens of projects in Egypt and the region.

    Eng. Sherif Abdel Razek
    Key Personnel

    Sherif A. Razek is a senior consultant engineer at PACER. His history with the company spans over 25 years. He is currently Head of the Construction Department and acts as one of the key professionals for maritime and steel structures. He has worked on Suez Canal maritime projects for over 12 years, and most other Egyptian Ports, working on site and handing over. Sherif has solid experience in steel trusses and buildings from his previous work at a military air base in the Gulf Area. Sherif has successfully completed complex projects in those areas.

    Eng. Abou El Ela Aly
    Key Personnel

    Abou El Elaa Aly has profound experience in site works. He worked in major projects, covering multipurpose berths, line protection, and acting as chief engineer for multiple projects. Abou El Elaa worked as the Chief Construction engineer for Al Hammam Canal Extension project in El Alamain. He is experienced in construction supervision and administration of FIDIC contract and international technical specifications.
